GTA IV Steam ICEnhancer Mod Guide
So you've seen the amazing videos of Grand Theft Auto IV running the ICEnhancer mod and you want your Steam version to look the same. Unfortunately it's not as easy as copy and paste, however we've got you covered. Files You Will Need

Step 1 - Disable Automatic Updates: To allow modding we need to downgrade the installation to version 184.108.40.206. Steam will always try to keep GTA IV at the latest version so you need to open up Steam, right click on Grand Theft Auto IV and open the properties page. From here go to the Updates tabs and disable the automatic updates.
Step 2 - Backup: It's important to constantly backup your GTA IV folders while installing mods, otherwise you could lose your installation completely. So before we do anything let's go into your Steam folders and take a copy of the files.
X:\Steam\steamapps\common - Replacing X: with your appropriate drive letter take a copy of the folder titled Grand Theft Auto IV and paste it somewhere else. I would recommend you rename it to Grand Theft Auto IV - Clean as you may need a fresh install at some point if things go wrong.
Step 3 - Downgrade To 220.127.116.11: So most GTA IV mods out there support version 18.104.22.168 so we're going to downgrade your installation. Simply run the patch you downloaded earlier and it will downgrade your GTA to the correct version.
Step 4 - Rename Folder: This is VERY IMPORTANT!. If you don't do this next step you WILL need to restart the whole process. Navigate to X:\Steam\steamapps\common\Grand Theft Auto IV and rename the folder that is currently called GTAIV to something like GTAIVold.

Step 5 - Run Rockstar Social Group Tool: Run the Rockstar Social Group Tool that we downloaded earlier. This will create a new folder inside of X:\Steam\steamapps\common\Grand Theft Auto IV called GTAIV. Open that folder up and select all the files and copy them to your renamed GTAIVold folder. Overwrite any files it asks you about. Now delete the GTAIV folder created by the Social Group tool and rename your GTAIVold folder to GTAIV.
Step 6 - Copy Xlive.dll: Now this is really easy. Simply unzip and copy the Xlive.dll file to X:\Steam\steamapps\common\Grand Theft Auto IV\GTAIV
Step 7 - Install ICEnhancer 1.25: So unzip the ICEnhancer files we downloaded and there will be three folders. You need to open up the 22.214.171.124 folder and simply copy and paste all the files into X:\Steam\steamapps\common\Grand Theft Auto IV\GTAIV. It will ask you to overwrite some files and then you'll be good to go.
Now when you launch GTAIV you should have a white ICEnhancer version appear in the top left hand corner as the game loads up. Jump into the game and you'll be treated to some amazing graphics. Now you can mod the game completely with new texture packs, cars, weapon sounds and more.
