i work for the RTA in bridge engineering... site work is rare but we have to collect data from a few bridges at the moment so we just go there and plug it into the computer and then write some numbers down. pretty easy stuff :P

I thought it was both to count traffic AND to gauge their speed, since I have always noticed them being installed just before speed cameras are.
