It's not just IGN that have scored it so low. This is getting pretty poor reviews all over the web. The last time I checked its Metacritic score it was sitting on 52!

The guy that did the video review for IGN sounded like and ass and never even gave the game a chance (because its not COD -_-). The gamespot review is better. He said the game is pretty mediocre in most areas, but still worth a play if your a bond fan.

It didn't help he KEPT comparing it to COD. Apparently IGN don't know any other shooter.

It's not that, I would assume that 007 didn't get nearly the budget that COD does, it's not exactly Activision developing the game. Considering CODs popularity and 007's recent games, it's pretty unfair to put them side by side.

I suppose the run and gun attitude is there, but I don't think Activision know any other kind of shooter.

It doesn't look very good but heck, I'd still like to play it. I've played my fair share of average games (Kane and Lynch 2, Alpha Protocol) that I don't dislike.
