Anyone can drive it with a licence. BUT, IF this said 17 year old only has his/her learners, or no licence at all, and drives the car on him/herself, the insurance won't pay for damage if something were to happen.
The said 17 year old can drive it, of course they can, just not legally.
If this were to be a first p plater car, I suggest, rego under parents, insure under parents.
